Philosophy of a national park must be legally codified in laws so that there were no doubts about general obligatoriness of the protection designated on a limited territory ....”Diametrically different mission of a national park and a protected landscape area logically requires different organisational structures and instruments to achieve strategic goals of the said protected territories. Anywhere in the world the national parks directorates are independent legal entities with the competencies of a state administration body in the field of nature and landscape protection and with the responsibility for a complex care of ecosystems. ... In the sphere of national parks we urgently need a clear legal codification (a law) of national natural values significance, which are comparable to the preserved architectonic works of national importance and national galleries.” At the end the author states that national parks should have a position of national natural heritage, in the system of social values.
