of the Ministry of Forest and Water Management
of the Slovak socialist Republic
from March 1st, 1977
on Water Management Registration
The Ministry of Forest and Water Management of the Slovak socialist Republic, according to the article 15 par. 2 of the Act of the Slovak National Council No. 135/1974 Coll. on State Administration in Water Management (hereafter the Act) establishes:
Article 1
Water management registration
(1) Water management registration contains registration lists (database), at which, the actions, listed in the Art. 2 (hereafter actions), are being recorded, the list of registration lists, the list of authorised (applicants), for whom the action was issued to, and collection of lists and documentation.
(2) Water management registration on its actions, is being kept by the water management bodies, which keep the records also on the results of survey proceeding, conducted by higher bodies.
(3) District national committees, and national committees of the same level, are being given the instruction to keep the summary water management registration for the district. Besides water management registration of the district, the summary water management registration of the district contains registration lists and one copy of actions of other water management bodies, which relate to the area of the district, with accidental additional written documents, and general map, providing place-description preview on recorded actions (hereafter general map).
(4) Administrators of water flows, important from water management point of view, (hereafter watershed organisations) are being given the instruction to keep summary water management registration of the watershed. Summary water management registration of the watershed contains registration lists, the list of registration lists, the list of authorised (applicants), for whom the action was issued to, the collection of lists and documentation, and general map. The actions of water management bodies, which relate to watershed of water flows, administered by relevant watershed organisation, are being recorded at the registration lists.
(5) Research Institute of Water Management Bratislava is being given the instruction to keep summary water management registration of the Slovak socialist Republic; it keeps it according to the instructions of the Ministry of Forest and Water Management of the Slovak socialist Republic (hereafter the Ministry).
Article 2
Registered actions
In the framework of water management registration, following actions are being registered:
admittance for handling the waters, 1) for water management works, 2) for some activities, and for the constructions in the areas, important from water management point of view, 3) for discharging waste water into public sewerage, 4) and amendments, abrogation and exterminations of such admittance,
approvals for buildings, facilities, and activities, which may influence the water relations, 5) and expirations of such approvals,
comments, whether the planned investment, amendment in production process or in the extent of the production, or the amendment or modification of water management work, possible from water management point of view, respectively, under which conditions, if the admittance or approval from water management body will be necessary for realisation of the intention, 6),
other actions of water management bodies
1 on determining the area for water flows, in the framework of which,
the approval from water management body, 7) for buildings,
equipment, respectively for activities, is necessary
2 on determining flooding areas, 8)
3 on preserved belts for protection of the yield, quality, or health
harmless quality of water sources 9), and of water management works.

Article 3
Individual items of water management registration
(1) Registration list is the form for recording the data on actions, subordinated to water management registration, according to the Article 2, with the exemption of the actions of town national committees, respectively of district national committees in the extent, determined in the Article 3 par. 2 of the Act and of other actions of district national committees, related to individual citizens (actions of local meaning), which are being recorded to the lists of actions of local meaning. The action, subordinated to water management registration, according to the Article 2, following the previous action of the same case, is being registered onto the registration list of previous action.
(2) The list of registration lists is the file of tied books, sectioned by individual groups of actions to chronological record of registration lists, stored in water management registration. It is being used for the control of completeness of the registration, and for straight determination of the numbers of registration lists.
(3) The list of authorised (applicants) is tied book for general listing of all authorised (applicants), and for the actions of water management bodies, issued for them.
(4) The collection of lists and documentation is the file of the papers to registered actions. It contains identical copies of registered actions, and other listings, drawings, and other documentation, necessary as a base for issuing the actions.
(5) General map is the file of listings of basic water management map in the rate of 1:50 000, respectively also of more detail maps of higher rate, showing the area of relevant district or watershed, which the actions, subordinated to registration, are being drawn, through the symbols, into.
Common, preliminary and abrogating provisions
Article 4
The applicant for the action, subordinated to water management registration, will submit, together with the application also documents, and the data at pre-printed form, necessary for considering it, verified, respectively added by relevant watershed organisation, and suitable situation base for drawing required action into general map, to water management body.
Article 5
(1) Water management registration is being stored at secured place, so that it is secured against any damage, loss or stealing.
(2) When handling secret written documents, it is necessary to follow the provisions on the protection of state, economical and service secret.
Article 6
(1) Water management bodies will investigate previous registration of water management works and facilities, and of water management admittance and approvals, as well as its amendments, according to the need, they will add to them, and respectively will specify registered data, and no later than within 5 years from the day of the force of the Regulation, will transmit them into new registration, in the co-operation with watershed organisations, in the extent, determined by the Ministry. Together with this, they will conduct single examination of registered realities.
(2) Water management bodies may require for necessary adding the information from the organisations, whom the relevant actions was issued for.
Article 7
Water management registration is being kept at forms, prescribed by the Ministry.
Article 8
The Regulation of the Central Water Management Administration No. 96/1957 Coll. on Registration of Water Management Works and Facilities, and Water Management Admittance and Approvals, as well as its amendments, is being abrogated.
Article 9
This Regulation enters into force on January 1st, 1978.
