National Programme of VOC Emission Reduction


The NP VOC objective is to reduce VOC emissions in about 30 % by the year 2000 as compared to the year 1990. The way of reaching the given aim was established upon a close co-operation of participating sides, first of all from the industry. For all relevant sectors following investigations were conducted:
Scenario 1: represents autonomous development of VOC emissions by 2000, expected without adoption of measures in the frame of NP VOC

Scenario 2: development can be attained under the presupposition of fulfilment the set of measures, the implementation of which is considered as relatively attainable

Scenario 3: development can be attained under the presupposition of fulfilment the set of measures, the implementation of which demands the fulfilment of extraordinary pretentious technical, legislative, economical or other conditions.

Based upon this analysis reduction plans for different sectors were established, taking into consideration following facts: At the same time, possible uncertainties and risks of the particular reduction plans were defined. Based upon the reduction plans also implementation plans were elaborated. Implementation plan sets the way how the individual measures for reduction of VOC emission will be implemented, i.e. which tools will be used, by whom and when. The implementation has two stages: Aims, realisation and evaluation of NP VOC are assessed and agreed on in the framework of an inter-department working group, which regularly meets under the supervision of the MŽP SR - Department of air pollution. Following organisations are represented in this group: (1) Ministry of the Environment (MŽP SR), (2) Ministry of Economy, (3) Ministry of Transport, (4) Ministry of Civil Construction and Public Works, (5) Ministry of Agriculture, (6) Ministry of Health, (6) Slovak Hydrometeorological Institute (SHMÚ), (7) Association of Industrial Ecology, (8) Slovnaft refinery, (9) Benzinol gasoline distribution company, and, (10) Chemolak paint production company.
