In the production, import, testing, classification, packing, marking and registration, handling and use of chemicals and chemical products, as well as in their introduction onto the marketplace, physical persons with a business licence and legal persons are obliged to take measures for protection of human health against the negative impact of chemicals and chemical products in the extent and within the conditions which shall be determined by a resolution of the Government of the SR.

The Slovak Republic enacted legislation and consequently laid down detailed regulations for the protection of the population against the production, transport, storage and manipulation of hazardous chemicals (1996), purity of animal products (1987), animal feeds (1993), foodstuffs (1995), monitoring of heterogeneous substances in foodstuffs (1994), of medicines and medical and packing materials (1987 and 1990), veterinary medicines and preparations (1989), tobacco products (1997), cosmetic products (1997), poisons and a number of other substances harmful to health (1988 with later amendments).

The Slovak Republic has joined the Convention concerning Prevention and Control of Occupational Hazards Caused by Carcinogenic Substances and Agents (Geneva, 1974) effective since 11th January 1991, as well as a number of other conventions on protection against harmful substances, e.g. benzene (23rd April 1981) and white lead (as early as 31st August 1923).

In 1993, the Slovak Republic, as the first of the Central and Eastern European countries, carried out a survey of chemicals and chemical products in the SR, founded an Inventory of Chemicals in the SR (the InChem database with a sub-file InChem Tox) and is preparing to approve an Act on Chemicals and Chemical Products (a proposal for its principles was approved by the Government of the SR in 1996) in 1998.
