Principles of transport policy development
within the sphere of the environment
The strategic goals of MDPaT department within the sphere of the environment
are connected with the Strategy, Principles and Priorities of the
State Environmental Policy approved by the SR Government Resolution
No 619/1993. In accordance with the principles and priorities of the state
environment policy the MDPaT is obliged to create the conditions for realisation
of strategy in the department headed by it and to transfer them to the
branch policy, conceptions and programs of the department.
To ensure the emission limits from the stationary sources of air pollution
operated by the organisations subordinate to the MDPaT department according
to the Government Regulation No 92/1996 to the end of 1998:

to decrease CO2 and VOC emission,
-
to decrease the volume of hazardous waste produced by the MDPT organizations
determined for disposal and to increase recycled waste
-
to decrease the emission of noxious material damaging the health and the
environment emitted from the line sources (CO, NOx, VOC, SO2,
SPM, CO2):

to prevent the pollution of soil, underground and surface waters from oil
leakage,
-
to reduce the noise annoyance of inhabitants and environment,
-
to ensure the stability and permanent sustainability of ecosystems by occupation
of soil for the construction of infrastructure projects through the realisation
of the most efficient measure from environment aspect,
-
to limit the negative effect of electromagnetic fields upon the environment.
Under the conditions of MDPaT, in 1997 the field of life environment was
provided for in accordance with the adopted National Environmental Action
Programme of the SR, which besides other, in accordance with the adopted
International standards obliges to decrease the negative action of transport
into level of 1990 until 2000, and until 2005 to decrease it to the level
by 20% lower comparing that of 1989.
In collaboration with the Ministry of Environment of SR, for the UN/ECE
Regional Conference on Transport and Environment session there was
elaborated the National Report on the Relation of Transport and
Environment in the Slovak Republic, which is used for presenting the
interests of SR Government when ensuring the objectives of steady sustainable
life in development of transport systems of the Slovak Republic. This material
was agreed in SR Government session in October 1997 and in November 1997
it was presented at the conference of European ministers of transport and
environment held under the patronage of UN/ECE in Vienna. In the frame
of permanent activities, in 1997 in the field of environment the following
projects and studies were solved:

Evaluation of the state of the SR air pollution by mobile sources in 1996,
following the international agreements

Evaluation of the state of readiness of large and medium stationary air
pollution sources operated in the MDPaT SR sector for fulfilling the emission
limit in the sense of Act 309/1991 Z.z.

Evaluating the state of handling the waters in MDPaT SR sector organisations
in 1996 concerning the draft of applying the Agenda 21 and evaluation
of steady sustainable development indicators in the Slovak Republic, on
behalf of MDPaT sector there were elaborated the questionnaires concerning
the protection of atmosphere, oceans, all kinds of seas and the support
of steady sustainable development of human settlements

Working out the draft of the set of tasks to the material National Strategy
of Protecting the Biodiversity in Slovakia

Collaboration with the Ministry of Environment of SR in elaboration of
Second
National Report on Changes in Climate
-
Processing the questionnaire of the Centre of World Healthcare Organisation
for Environment and Health.
Road Infrastructure
The main priority of road infrastructure development is a program of motorway
infrastructure development set down in the document "Complex Project
of Preparation and Construction of Motorways in the SR Territory",
approved by the SR Government Resolution No 161/1996. This project
sets down the schedule of bringing to end the construction of the SR motorway
network in 3 time horizons in 1998, 2000 and 2005. The planned total length
of SR motorway network is 659.3 km.
The priority of modernisation and development of the SR road network with
international traffic with accent on the increase of quality of mutual
connection of Slovakia with the neighbouring states and speedy and safe
connection of towns, municipalities of areas and regions and ensuring of
their high-quality maintenance and repairs.
The priorities within the sphere of road and urban traffic (CMD) are presented
in the Law No 315/1996 of Digest of traffic on the roads of September 1996
as the basic generally binding legal norm amending the conditions, duties
and rights of road traffic participants in SR with effect from 1.4.1997.
The basic strategic goals in road and urban traffic consist in the qualitative
and quantitative ensuring of transport demands of national economy and
transport needs of the inhabitants.
